The
time limit for converting visa-free entry to work visa is clearly
stipulated by national laws, with no room for negotiation:

免签入境转工作签的时限由国家法律明确规定，无协商余地，核心要求如下：

Foreigners
entering China visa-free must submit the application for converting
to work permit and residence permit within
30 days from the date of entry.
If it exceeds 30 days, they can no longer apply for onshore
conversion and must leave the country to apply for a Z-word work visa
before re-entering.

免签入境的外籍人士，需在入境当日起30天内提交工作许可及居留许可转签申请；逾期将无法办理境内转签，需出境后重新申请Z字工作签证，方可再次入境办理相关手续。

Note:
The 30-day time limit is calculated from the date of entry recorded
in the passport, not from the date of confirming the job.

Level: Meet the Type B or above foreign talent standard (excluding
Type C), in line with the official talent evaluation requirements.

Academic & Work Experience: Hold a bachelor's degree or above,
with more than 2 years of relevant work experience.

Unit Filing: The employing enterprise has completed the
foreign-related employment filing in Shanghai and passed the
qualification verification.

单位备案：聘用企业已在上海完成涉外用工备案，且资质核验通过。

Compliance Record: No violation of Chinese laws and regulations, no
illegal stay or other bad records.

Onshore Conversion Full Process

境内办理全流程（3步办结）

全程在上海境内办理，无需跨部门跑腿，流程衔接顺畅，具体步骤如下：

Apply
for Work Permit Notification (3-5 working days): The enterprise
applies online through the "Foreigners Coming to China Work
Permit Management Service System" and obtains the electronic
Work Permit Notification.

1.第一步：申请工作许可通知（3-5个工作日）：企业通过“外国人来华工作许可管理服务系统”线上申请，获取电子版《工作许可通知》。

Apply
for On-Site Work Permit (5-7 working days): Submit the Work Permit
Notification and relevant materials to the offline service window to
obtain the physical Foreigners Work Permit.

2.第二步：申领实体工作许可（5-7个工作日）：携带《工作许可通知》及相关材料，到线下服务窗口办理，领取实体《外国人工作许可证》。

Apply
for Residence Permit (7-10 working days): Within 30 days of entry,
apply for a work-type residence permit at the entry-exit department
with the work permit.

3.第三步：办理居留许可（7-10个工作日）：入境30天内，凭工作许可证到出入境部门，申请工作类居留许可。

the following situations, the application for onshore conversion will
be directly rejected, in line with official regulations:

Visa-Free
Overstay: Exceeding the 30-day visa-free stay period, or failing to
submit the application within the time limit.

免签逾期：超过30天免签停留期限，或未在时限内提交申请。

Type
C Position: The applied position is a Type C foreign talent position
(not meeting the Type B and above standard).

C类岗位：申请岗位为C类外籍人才岗位（未达到B类及以上标准）。

Missing
or False Materials: Missing key materials, or forging academic
certificates, no-criminal-record certificates, etc..

材料缺失/虚假：缺失核心材料，或伪造学历证明、无犯罪记录证明等。

Illegal
Records: Having records of illegal employment, violation of public
security regulations, or bad credit.

违规记录：有非法就业、违反治安管理规定记录，或信用不良。
